Financial Reform Of The Chinese Agricultural Policy And The Legal Status Of The Study

Our country's economic development has been entering a new era since the all-round well-off society has begun to build. To resolve the "Three agricultural matters"is the key for building a well-off society in an all-round way. Agricultural policy finance is an important instrument for our state to protect and support agriculture. Our country's agricultural policy financial institution —Agricultural Development Bank of China has done some adjustment on its business scope and management mechanism for several times since its establishment .But the legislation on the bank's legal orientation has not finished. The organizational structure and business are only conducted according to the Constitution of Agricultural Development Bank of China and related regulations. The existed regulations hindered the bank playing an important role in promoting development of agriculture on rural areas. Thus implementation of legal system on the agricultural policy finance of China should be furthered. This essay has an introduction about the implication and legal characteristic of agricultural policy finance at the first part of it. Then it gives a brief knowledge on our country's history of agricultural policy finance development. Meanwhile it analyses the defection of the legal rules on the Bank's legal orientation. After that, from the angle of system comparison, this essay makes efforts to research and analyse the development of foreign policy finance and its features. On the basis of the above study, at the last part of the essay, the writer provides a conception of improvements about our country's agricultural policy finance reforms. To build our agricultural development bank into a modern bank which has good development prospect, rational governance structure, efficient mechanism, standardized management, sophisticated operational methods and strong sustainability, writer attempts to give a suggestion on legal orientation about our country's agricultural development bank. The legal orientation connects to the bank's nature, task and business scope, organization forms, fund administration, interests compensation, financial report, supervision, legal liability etc. Hence, the perfection of agricultural policy finance will inevitably promote our country's agricultural economic development.
