After the process of 20 years reform and open, the change is far beyond the field of economy; cause the change in our thought, political and society system. The Non—neutralese of institution change is a new synthesis way to analyses the economy, society and politic statues of our country. "Non—neutralese" is an important concept from the economic theory, and reflect the deep means about the transformation of our country.In such process, our country does not always abide to the principle of maximization; many Non—neutral affairs and institutions often took place, displaying the existence of Non—neutral problem. From analyzing such matters, we can expect the result caused by them.Our institutions transformation is compelling, and government plays the double roles in the process. The historical role of government, and the interests in rent, the limit of ration are likely to cause Non—neutral change . But the government is the main subject in the process, and on the other hand, is the main force to constrain the matters.The double roles decide the duty of government. It should take the responsibility to maintain the justice, foster the innovation spirit, and build the reasonable framework. More, it has to re-orientate its position and refresh its thought. Government should run its financial function smoothly, and make other function sound.
