Research On Promotion Of Transformation In Local Government By Reformation Of Duty Performance

Having passed by more 30 years,China still has achievements and problems together on its reform of administrative system.The reform always refers to administrative authority,government agencies and public organizations.As the executive for central decision and a defender of local interests,the local government plays a very important role in the modern governmental social management.Currently,local government has difficulties in transformation in building a service government,a effectiveness government,a law-oriented government,a responsible government,moreover,local government has different level in its transverse and longitudinal hierarchy.Basing on modern management theory,public choice theory and new public management theory with combining the practice of the reform on administrative system in China,the paper make analysis of the reform about the way of performance duties by examples.It includes the positioning of duties and responsibilities,administration by law,the optimization of organization structure and the improvement of internal and external supervision.Due to the official standard,unknown relationship between central and local,the political imperfection and weak sense in law,there are troubles in local governments' transformation work.This article gives suggestion from the perspective on changing the way of performance duties,including institutional,ideological level and specific operational countermeasures.In institution,it needs to strengthen internal and external supervision and constructing administration according to law for law-oriented,faithful government and responsible-oriented,disinterested government.In ideological level,people-oriented and duties-positioning can be used for public service government.In specific operational countermeasures,cause index evaluation and the construction of E-government can be adopted to promote innovative governmental construction.
