Research On The Change Of Governmental Informal Institutions Based By The New Public Service

The informal institution, including values, ethics, culture tradition, customs, ideology and such, is one critical component of social restriction frameworks. Its existence and changes have considerable impact to the alteration of formal institution. So, the changes of the governmental informal institution should not be neglected in the process of governmental reform.The text has explained the value orientations of our governmental institutional changes and the basic intension of the governmental informal institution on the basis of the New Public Service, which has confirmed the goal of our governmental informal institutional changes. The text indicates that there is some harmful trend in the basic structure of the informal institution of Chinese Government in the reforming process either on the concept level or on the level of habits and behavior.
