The Inspection Administrative Penalty Study

There are many problems in executive punishment of Entry-Exit Commodity Inspection. And some of these problems are eagerly to be settled, but there are few theories about them at present. In the text, I analyze the problems existing in the practice with the way of positive analysis. In this part, I mainly study the concrete problems in Entry-Exit Commodity Inspection executive punishment, which exist in entity, program, discretion usage and supervision of enforcement.Third, the idea of perfecting Entry-Exit Commodity Inspection of executive punishment. The ideas mainly contain making laws, perfecting procedures and standards and the suggestion of perfecting the rule about of the execution of discretion and supervision in Entry-Exit Commodity Inspection.
