There are the three main functions of China Entry-Exit Inspection and QuarantineInstitution (hereinafter as CIQ): First, administrative enforcement of law; Second, economicregulation; Third, supervision and administration of the test market. Administrativeenforcement of law can be subdivided into four categories: First, the inspection of import andexport commodities; Second, the quarantine of import and export of animals and plants andrelated products; Third Frontier Health and Quarantine and treatment; fourth, import andexport food safety supervision. Currently, CIQ undertakes excess import and exportcommodities inspections, that caused by the influence of traditional administrative controls.With China total entry of WTO, the rapid development of the socialist economy market andthe transformation of China government functions. As agencies directly under the StateCouncil, CIQ must change its import and export commodities inspection function, withservice-oriented government theory as the guide.Previously, the partial-function of import andexport commodity inspection undertaken by CIQ, which can be peel off and transfer to thetext market. By leveraging the role of markets, to enhance the efficiency of import and exportcommodities inspection and shorten test cycles.After the transfer of superfluous assumed functions of import and export commoditiesinspection to the text market, CIQ should keep up the three aspects of import and exportcommodities inspection work as the following: First, do the good job in macro-managementof national product quality, strengthen China export enterprises to break through theestablished trade technical barriers (hereinafter as TBT) of WTO member countries.Meanwhile according to the actual industrial development in China to set of China TBT;second, increasing the intensity of inspection of imported goods. According to the currentinspection regulations of imported goods, the imported goods need to be implementedrespectively in twice quarantine inspection at the port and destination. If the port and the finaldestination are not in the scope of jurisdiction directly under the one provincial bureau, whichis highly susceptible to the consignee evade inspection. It’s not only resulting in a largenumber of fake and shoddy goods illegal entry, which may also carry pests or disease, causeecological disaster, endangering people’s lives and property of safety and health in China;Third, abolition of the existing legal Inspection catalogue system, intensify the preparation ofproject-based risk of the coding system, strengthen inspection for China import and export ofgoods of hygiene, health, security and environmental projects.This paper is divided into three parts. Part one is an overview of CIQ. in case of HebeiInspection and Quarantine Bureau to discusses the history of CIQ, and overview of currentCIQ in China; Part two of indication CIQ assume too much import and export CommodityInspection functions and appears as the three followings: First, CIQ undertake specificfunctions of detect excessive commodity; Second, CIQ assume excessive export commoditiesinspection functions; Third, CIQ still bear the import and export of goods quality inspection.The author thought that is due to the traditional administrative functions lead to excessiveregulation; Part three of service-oriented government is theoretical basis to achieve CIQfunctional transformation, and proposed three ideas: First, CIQ no longer to bear thecommodity specific detection functions; Second, weakening CIQ export commoditiesinspection functions; Third, CIQ should peel on the quality, number and weight of import and export commodities implemented inspection functions.
