Sino-US relations is one of the most important and complicated bilateral relationsin the world today. It constitutes a core topic for China's diplomacy to maintain stableand sound China-US relations. However, a brief historical retrospect shows that US'China attitude and policy have exerted a dominating influence upon the developmentof Sino-US relations.In the political framework of separation of powers, besides the President and itsadministration, the US Congress is playing an increasingly important role in thediplomatic field after the end of the Cold War. In fact, US Congress has enough powerto influence the foreign policy of the executive organs on many significant issues,especially on the making and implementation of US' China policy.Although the regulations and operation of the Congress is complicated and hard tounderstand, various domestic interest groups constitute the major driving forces to thebehaviors of the Congress.Among all the interest groups, US's multinationals is becoming a crucial force topropel the development of the Sino-US relations. Because of the huge interests ininvestment and trade in China, to protect their economic interests and avoid being the"hostage in the international relations", they choose to play an active part inmaintaining the stability of Sino-US relations.To stabilize the development of Sino-US relations, it is necessary for China tofurther communicate with the multinationals and strengthen their function as aself-dependent actor. China should use the US multinationals as a political tool toinfluence US Congress so as to build the multinationals into a major force to pushforward the future Sino-US strategic cooperation.
