On The Status Of Information Security In The National Security Strategy

Since the 1990s, with accelerative propulsion of the revolution of information technique within the scope of world, the information network system of overlaying the globe has gradually been built up. The information network system has become the necessary infrastructure of each social realm. At the same time the information has become the important strategy and decision-making resources of the society development, as well as the soul in control of the battlefield. The level of the informationization has turned into an important symbol that measures the degree of a nation's modernization and comprehensive power. The development and extensive application of the information technology has brought great opportunities for the international community .However, it has also brought new threats and challenges for the national security, especially the outstanding problem of the national information security. If the nation's information safety could not get a guarantee, the national construction would suffer a destructive stroke and cause the insecurity of other realms, such as the unsteadiness of politics, the messes of economics, the enchant of culture, the expiration of military and the behind of techniques. It is clear that, under the situation that the information technique has extensively permeated in each realm, the information safety is in the strategic position in the national security and has already become the cornerstone of the national security. Therefore, it is urgent to exalt cognition about the importance of the information safety and strengthen the study of the strategic position of the information safety.This thesis is divided into three parts:The first part synoptically clarifies the related knowledge of information safety. The developments of the information have brought the vehement information war, leading to the protruding problem of the information safety. The information safety means that assure the integrity, the unity, confidentiality and the credibility of the information, the substance of which is that promise the information resources in the information system and information network are not encountered breakage, change, revelation, and illegally occupation ,owning to the factors of the nature or the factitiousness. The information safety has the characteristics of the high weakness and danger, delitescence and abruptness, the diversity of the attack sources and the indeterminacy of the guarded object and the asymmetry of the main body of the safety, etc. The contents of information safety are extensive, involving politics, economy, culture, military, science, technology and resources ecosystem etc. The factor which threatens the information safety mainly includes the hackers, network crimes, the network viruses, and the garbage information, etc.The second part thoroughly analyzes the strategic position of the information safety in the national security. Under the situation that the information technique has extensively been permeated in each realm of the society activities, the information safety has already become the cornerstone of the national security.
