With the further and deeper changes of world politics and global economy, the mode of governmental administration has gradually shifted from Government to Governance. EU Governance are attracting more attention of statesmen and scholars with the deepening and widening of European integration and it is interpreted from various aspects in terms of multi-level governance, network governance and limited governance etc. Start from the view of civil society, this dissertation focuses on the analysis of the roles that civil society organizations play in EU governance at the EU level. The paper is composed the following four parts:The first part stresses the carding of governance theories and proposes that the special governance of the European Union provides a terrace for the civil society organizations to function. Governance theory arose in the 1990s which is used as an instrument to analyze the social political reality. This part starts with the introduction of rising of governance theories and then the defining of them, followed are the different viewpoints of EU governance, including multi-level governance, network governance and limited governance. What is more, the EU governance is interpreted in terms of civil society.The second and third parts are the important parts stressing on the role that civil society organizations play at the EU level. Firstly it introduces the establishment, development of civil society organizations and the characteristics of its distribution in the social policy domain. Then comes the core part emphasizing the functions that civil society organizations perform, including affecting the EU decision-making, making up for the capability deficiency of governmental governance, and promoting democratic politics.Civil society organizations at the EU level proceed their lobbying, communication and pressure activities to impose their influence on EU decision-making through four strategies: a) information strategy;b) taking full use of symbolistic matters;c) though the member states;d) performing intendance. Civil society organizations send policy messages to the civil within the EU and make up thecapability deficiency of EU governance through carrying out social dialogues in different levels, setting up industrial norms and coordinating the relations between different organizations. The expansion of civil society organizations at the EU level also promoted the development of EU democratic politics, making the EU organs develop towards democratization for the sake of keeping touch with each other and maintaining a communication regime. Civil society organizations are the important channels of civil suggestions and promoted the development of basic civil rights at the EU level.After the discussion of the civil society organizations' function, the diversionary factors are discussed briefly at the fourth part. Since the ability of civil society organizations and the relations with the EU organs vary extensively, not all the civil society organizations can perform their function in EU governance. And the political system itself can take measures to influence the extent and direction of function.The conclusion part is the summary of the paper, and proposes the bases on which civil society organizations perform their function, say the European tradition of freedom and democracy;the independence of civil society organizations and the traits of EU regime. Despite the negative aspects, still we hold the belief that civil society organizations will play much more important roles in EU governance with the deepening of European integration.
