The Development Of The Civil Society In Our Country In The View Of The Governmental Governance

The development of the civil society theory has four phases: that of classicalism, modernism, Hegelianism and Marxism and western ideology in the contemporary era. Based on the traditional concept of political culture in China, the Civil Society is adopted. Since the 1990s, in the part of government management, Chinese and western scholars have introduced the concept of administration. They have replaced"the rule"with"the administration", then, tend towards good governance. From the perspective of the principal part and causes, the precondition is the development and grandness of civil society. As an effective administration, the inscape of good governance mainly includes validity, the transparency, the responsibility, nomocracy, the response, effectiveness. Great changes have taken place in the management concept and approach of government and the connection between government and society. Besides, it has accelerated the development of civil society, which could hasten the innovation of government's functions and powers, impel the development of commonweal. The civil society in our country grows with the reform and open policy. The reality and indemnificatory is provided by the establishment of market economic system, the economic system, the reform of political system as well as the ideological liberation in the field of social culture. Following national and social reforming, a relative contrary civil society gradually forms. However, compared with the western civil society, we have some different traits, that is, the coexistence of spontaneity and artificial characters, civilian and official characters,independence and dependence, separation and solidarity. Presently, the development lurch of civil society lies in following problems: The Chinese traditional political culture repels the growth of civil society; the socialist market economy was faultiness; the civil society itself had inconsistent factors; the traditional administrative pattern hindered the development of civil society; middle-income level grew insufficiency. We should impel the development of civil society and promote the innovation of government administration from several aspects: shape citizen's consciousness and cultivate the rational citizen's culture; encourage and sustain the development of civil society organization; construct the consummate and mature market economy to settle the civil society and cultivate the mid-income level positively.
