Double Web Tasks And Role-based Access Control In The Security Of E-government

Since 1990s, government in order to adapt the network way obtains the information and the exchange information will organizes own service and Web integration, and the Web application system also will appear in the electronic government affairs. As Web's own openness and sharing, not only brings the government service transformation and highly effective revolution, but also causes the phenomenon which government institution appears exceeds authority to visit, creates the information visitor'role blurred, jurisdiction unclear, the task responsibility is vague, brings the enormous threat to information security of the government. But the government affairs are different from the commercial activity, it relates with the political and even the whole national, therefore, the security becomes the most important principle in the E-government, which should penetrate the whole process of the construction to the E-government.The present paper in view of the above question, take the Web access in the E-government security's application as the research object, from the administration and the information security angle study the E- government security problem, in the analysis of government activity security requirements and each kind of visits the control model, makes the exploration and the feasibility study of the web control model which suits the E-government safe request.The main results are as follow:1. From the E-government's growth environment, and the characteristic .the value orientation, research the E-government's security essence and the request, pointed out its security should include the government function and the system's own security.2. Dissects E-government to the administrative organization and the administrative official authorities, the control influence, propose the E-government security's science of administration rationale "the executive power visit domination".3. In E-government security value orientation through the research government's organizational structure, the government movement process, withdraws the government activity which relatively stable role and the task as the key aspect for the access control.
