Study Of The Role Of E-government In Dalian Municipal Construction Performance Government

It has taken the human being to a brilliant era with high development of Information Technology (IT).E-government, a kind of Using e-office,management and supporting public service, has been acknowledged as the head of five applicable area of Information Super Highway by ECOSOC(Economic and Social Council) with advancement of computing and internet, especially the worldwide application of internet. Consequently, E-government as an effective means of speeding up the transformation of government functions and standardize the behavior of the government, to reduce administrative costs, improve administrative efficiency, and enhance the government's ability to monitor and service, promote social supervision, innovate management of the government is bound to play an important and active role."Efficiency Government" should be a new type of high- efficiency & ability,honest & clean. Its foundation will be the requirement to enhance the administrative power of government and improve efficiency. Dalian is one of the well-known coastal open cities of China, as well as developing E-government earlier with the purpose to contruct huge "E-Dalian". The mayor of Dalian, Mr Xia , table a proposal of "the year of administrative efficiency "while presenting the goal of "Efficiency Government" in local People's Congress on 16th January 2007. As a result, E-government was the point of administrative reformation as well as an engine driving informationization of Dalian.This paper define E-government firstly; then review the developing courses of E-government in China, concluding its four basic modes; thirdly, analyze the effects to build E-government. The fourth and fifth parts introduce the history,conditions,achievements and background of "the year of administrative efficiency " of Dalian practicing with the government of Zhongshan District. Finally, give some solutions corresponding with problems existing in Dalian, involving to balance development of collectivity,improve participation of citizen and carry into the talent's tactics. To conclude, this paper will be practical and referential for the future administrative reformation of Dalian.
