One of the representative institution's major functions is to supervise government. Only when the representative institution that is elected by people restricts the government, the people can control the power of the government and prevent the public power being abused. In modern society, as Chinese people's representative institution, the National People Congress (NPC) shoulders the heavy responsibility of supervising government. But in fact, the supervising function of NPC is incompatible to its position in Chinese political system. So how to change this situation is an important problem in China political reform.This article holds that one of the choices of improving the NPC's supervising function is to use for reference to the good experience of western country. As the mother of the parliament, it's no doubt that British parliament has many good experience in supervising government. Comparing with British parliament, it can help NPC to realize its defect of supervising system. Then this article compares NPC's supervising government system with British parliament's in aspects of supervising frame, supervising substance, supervising way.This article also holds that what a good, a feasible supervising system for representative institution needs is not only an excellent system, but also a title political system and political culture that are suitable to the development of supervising system. So in the article, through the comparison of NPC and British parliament, the same time while the author analyzes the supervising system design, she also analyzes the political system and political culture that support the supervising system. The author believes we must improve the supervising system of NPC concerning system design, political system, and political culture.
