According to the given statistics, the epidemic situation has been from bad to worse; the incidence and mortality have been on steady increase. The prevention and treatment of AIDS become an urgent issue; many of the countries in the world have regulated the prevention and treatment under law, the same as our country.The Act of AIDS Prevention and Treatment, issued on January 29th, 2006, marked the prevention and treatment of AIDS has been ruled in law system. It is comprehensive administrative law, and has its own merits; however, because of the long-existing problems in human values as Well as in enacted law, it still has necessity to be edited to fit for the realistic situation in our country.
