This paper analyses the autonomy tradition in American public administration from the view of history. The first chapter describes the establishment of the autonomy tradition in American public administration from the setup of North America settlement to the time prior to foundation of United America, describes the formation of the public administration in North America settlement, displays several prominent features of struggles on autonomy power of public administration during the settlement period, analyzes the autonomy principles not long after foundation of the United States briefly. The second chapter explores the historical reasons of the autonomy tradition. It is concluded from politics, organization and cultural values that the American autonomy tradition grows in special conditions, and it is the result of several factors. There is no doubt that autonomy will continue to act an important role with development of American public administration. The third chapter introduces the problem of regulation due to excess autonomy, it puts the cooperative game between regulation and autonomy tradition into the history for research, and it also studies the economic regulation and government internal regulation in American public administration in detail. The last chapter discusses the update of the autonomy tradition in American new public administration, emphasizes its significance and representations again.
