In public administration, the dichotomy of politic and administration has made great significance. But since it was suggested by Wilson,this view has been critisized by many scholars;somes think that the dichotomy of politic and administration is only a theory of fiction; somes think it is difficult to maintain the value of the neutrality;and others think that this view is a necessary theoretical preparation for promoting civil servants system. If examining it from the perspective of American constitutional system, we will find that the dichotomy of politics and administration is made to reshape and restore the American constitutional system. The new public administration is known for criticizing the traditional public administration,especially criticizing the dichotomy of politic and administration whicih is the foundation of traditional public administration theory.However, if we examine the criticism from the perspective of the American democratic political system,we will find that the criticism are not to discard the dichotomy, but to remodel the American democratic system.Observing traditional public administration and new public administration from the perspective of constitutional democracy system, we will find that they together reshape American democracy and constitutional system, and construct a real sense of integral and basic framework for the later development of public administration theory, which is of great historical significance and value.
