The notary system is established as a judicial certifying system in behalf of a country to assure the right carrying out of laws, stabilize the society and economy, prevent disputes, reduce charges and to protect lawful rights and interests of citizens, legal people and unincorporated organizations as well. At present, the notary system of the country has touched many fields in the society, played a very important role in social life and economic activities, won international prestige and has already been a significant part of the country' s law system. However, comparing it with Germany, France and Japan, our country' s notary system is still at developing stage and has defects not to be ignored, such as its framework, mechanism and management etc.This paper consists of three parts. The first part gives general introduction to the notary system, mainly explaining the meaning of notarization and introducing the notary characteristics of continental law and Anglo-American law system countries. The second part analyzes the current situation and problems in the country' s notary system. In the article of current situation, it introduces the development of notary system, mode selection and its key contents and the second one analyzes the problems in the notary system, including some main problems in the notary system, independent issues of notary organs and notary status, problems in the reform of notary system and notary profession development. The third part consists of ideas and suggestions improving the country' s notary system, i. e. enhancing the notary law, suggestion to form the Law of Notary Public of the People' s Republic of China, to establish notary management system with Chinese characteristics, to improve the notary...
