Current Notary System Is Further Improved

In recently years, the view of administing state according to law and building socialist legal state is received widely and rapidly. The reform of judicial system, prosecutorial system, lawyers' system, and public security system is concerned. But the reform of notary system is difficulty and slow. To trace the phenomenon to its source, the Chinese people don't recognize that prevention is better than cure and its cost is lower than cure. The government didn't pay enough attention to notary system. Up to now, the theoretical research of notary system isn't deeply, and guiding ideology system isn't overall and systematic.Comparing with developed countries, the notary system of our country have a wide gap. In order to promote coordinated economic and social development, we must reform and prefect our notary system, and enlarge the scope of notary.The dissertation was divided into three parts. The first part introduces our current notary system, including notary department, notary procedure, and scope of business. The second part analyses problems and imperfects of our current notary system, such as notary legislation, notary department, notary management, notary position, and jurisdiction dispute. The third part gives a series of counter measures and methods how to perfect our current notary system, especial stress how to speed up notary legislation, promote notary professional, strengthen notary effect, ensure notary quality, prefect system of management supervision and so on. At last, to keep up with ages, the author gives some countermeasures how to develop system of notary in electronic commerce.
