Research On Security Question In Rural Aging Society

People have been in the era that an ageing population is the world's tendency.A large number of senior citizens in both developed country and underdeveloped country are characteristic of the times.In the early twenty-first Century,China entered the aging society rapidly and the aging of population has become an irreversibly new national condition in China.This demographic change In China's rural area is more serious than that that in the city,along with the large-scale outflow of young and middle-aged labor force.The aging situation in rural areas is more severe.The aging population in rural areas shows the following characteristics: first,the outflow of the young labor force is obvious;second,the elderly population is large and the aging speed is faster;third,the majority of the elderly is women;fourth,the trends of the empty nest and the ageing are obvious.The aging of population is not only a symbol of social civilization and progress,but also one of the most serious challenges that we face.There are some new changes and new situations about public order in the rural areas.The disorder of public order have some new features: the first,the abandonment and abuse of the elderly is common;the second,the theft and fraud cases have a high incident;the third,the elderly are more likely to suicide;the fourth,returning home person attack the elderly;the fifth,the cult and superstition activities are hardly to be forbidden.The situation of social security of the aged in rural areas is severe,and the problems of public security are characterized by diversification and complexity,which are mainly manifested in the following aspects: vulnerability,bullying,self-injury and wealth invasion.The main task of public order is that we should pay close attention to the changes in the security and stability of the aging society in rural areas,and objectively analyze the factors that affect the safety and stability in rural areas.From the fundamental point of view,the causes of social security problems in the rural areas are as follows: the first,family power relations have changed,causing the marginalization of the status of the elderly;the second,rural social relations are more alienated and social support network is looser;the third,cultural factors have the invisible influence;the fourth,the power of public security is in a state of silence,and the governance strength is weak,which cause the weak maintenance of public security rights,the state security rights and society;the fifth,The elderly spiritual life is poor and the ability of self-care is weak.We should strengthen the governance of the public security problems in the rural aging society,and explore the countermeasures that can ensure the villagers' "survival and breathing" safely,which is in line with the basic requirements of modern governance and has a positive effect on public order in rural areas.Specifically,we can start from the following five aspects.The first,we should enhance the offset investment of new urbanization,alleviating the aging degree in rural areas and eradicating the environment that endangering public order.The second,we should rely on big data and make full use of the role of modern technology tools to achieve information prevention and control.The third,we should renew the concept and advocate social participation in public security prevention and control to provide police force to the market and police the villagers.The fourth,we should form a linkage mode led by public security organs,and township police stations,grass-roots organizations and joint defense organizations must cooperate closely and react quickly.The fifth,we should rationally design the rural space environment to increase the function of prevention and control and build a safety defense line.
