The material used in this paper comes from scene investigation of some police stations in Jining that carries out the rank-management pattern, the object of this interview includes the administrator, the related person and ordinary policemen. The material used in the paper also refers from related materials of Chinese police-management pattern as well as materials of public management reform. Literature consultation, field investigation, questionnaire investigation and Delphi was used in the investigating procedure so that the research is more impersonal and more thorough, the argument is more prominent and persuasive.It is a kind of new police management pattern and is based on the experience of countryside reform and the modern business management. The rank-management summarizes the experiences and the lessons of the post-goal responsibility system according to the objective request of basic police's, especially the request of efficiency and vigor. It takes the inspection system reforms as the breach, and kicks it off across the city from 1998. The essential content of rank-management is to improve and perfect the responsibility system of post goal, implement the goal-management for the whole staff. It quantifies and decomposes everyone's duty and responsibility according to different types, different units and different positions, makes everyone's task clear, inspects regularly, evaluates ranks at the end of the year. Reward and punishment are realized according to different levels.The rank-management pattern consummates the competitive system, activates the troops and then enhances the working efficiency. It is an effective exploration and successful attempt of policy management innovation. Being a development and innovation combined with their practice of policy management pattern, it provides valuable practical experience of policy management innovation. This study has made a typical case analysis by describing the background and status quo of the rank-management pattern carried out in policy of Jining city and given some deliverance and suggestions from four aspects: assessing modes, assessing standard, assessing objective and assessing goal.
