China is in its important period of strategic opportunities, and also a period of prominent social conflicts. Particularly in recent years, the increase on public investment and promoting social undertaking become more and more necessary for the government, to ensure the achievement of the reform policy as well as a sustainable economic development. Thus, nonprofit organizations gradually play an indispensable role in the society. The direct purpose of this study is to apply managerial methods to improve public services, especially the efficiency of nonprofit programs.This article applies the theory of project management to the case of "Red Cross Exploring Humanitarian Law Education", and analyses the experience and existing issue of "program management" pattern in public services. With the study on the status quo of public service management in our country as well as overseas programs on public services, the article highlights the feasibility and advantages of public service programs. In view of the existing problems, the author attempts to put forward some solutions, such as enhance the effectiveness of the project management, adjustment of organization department’s strategy, coordination of stakeholder relationships, to create transparency, establishment of a talented-person-cultivated mode, seek government support, aiming to make the pattern more efficient, transparent in practice, for the improvement on public service management in China. On this basis, this article makes some constructive suggestions in favor of a more steady development of public charity, to promote the effective use and successful application of project management pattern in nonprofit sector.
