Local Government Performance Management Studies From The Perspective Of Administrative Ecology

Since the 1980s and 1990s, with the deepening of the reform and opening-up policy and the reform of administrative system in our country, performance management is receiving increasing attention from local governments, who explore and practice mainly in the mode of aim-based performance review and use the mode to guide their government work. Through the review and analysis of the actual effect of local government performance management, we find that there is deviation between the aim and the result of management, which may be due to some technological factors such as the review indicators that are lacking in scientificity and the fact that the theory of performance review is not totally suitable for the administrative ecological environment of China.Taking BH, a county in JS Province, as an example, through the methods of observing, interview, literature analysis, comparative analysis and the analysis of the key element of administrative ecology, the present research, from the perspective of "administrative ecology", aims to find out the underlying reasons for the problems in local government performance management and to put forward suggestions for improving it.The thesis comprises six chapters. The first chapter introduces the background, aim and significance of the study. The second chapter elaborates the related theories of administrative ecology and government performance management. The third chapter reviews the history of local government performance management in China and points out the existing problems and the underlying reasons. The fourth chapter, taking the county of BH as an example, investigates the political, economic and social ecology of the county and introduces the current situation of performance management there in terms of review content and indicators, review methods and review results. The fifth chapter, based on the theory of administrative ecology, the author analyzes the feasibility of local government performance management and gives reasons for the unsuitability of the theory of government performance management in the administrative ecology of our country. The sixth chapter, last but not least, puts forward suggestions for improving local government performance management.For sure, the current administrative environment of China has its complex historical and practical reasons. And the suggestions for improving local government performance management in the thesis have their limitations. But the author believes that as long as we utilize the positive energy of various reform measures, we can advance the government performance management of China in the direction of institutionalization and standardization.
