It has the common characters of the public goods on one side and some special ones on the other. It's style of the supply and the management must be more flexible and it can't be replaced by others. Thus, if the government can't appear as an investor in time, the village public goods will be pressed often and this phenomenon is very popular now.There is some shortcoming in the supply of our present village public goods that is the sum of the supply is not plenteous, the peasants' real demand is ignored, the constructure of the supply is not appropriate and the supervision system is absent, etc ,which makes big difference between the city and the village. The justice is pursued and embodied by the law, so it's an urgent problem needed to be solved soon to ensure the justice. As an economical action of the government, the finance is a method used to carry out and realize the economical function by the government.
