A Research On The Problem Of Village Public Goods Supply Under The Background Of Overall Development Of Urban And Rural Areas

Third Plenum of the CPC stated that "overall planning development of urban and rural areas" is the most important factor of the "five overall plans", and that "establishing of a system which is conducive to change the binary economic structure between urban and rural areas gradually." The 18th party communist party congress further mentioned that the integrative development of urban and rural areas is the fundamental way to solve the integration of agriculture, rural area and farmers’issues, and in order to promote the integrative development of urban and rural areas, promote the balance allocation of public resources, the key is to increase the supply of public goods in rural areas. Under the background of overall development of urban and rural areas, the supply of village public goods relates to the realization of the equalization targets of basic public services in rural and urban areas. At present there are two public goods supply levels between urban and rural areas, non-equalization became the biggest difference between urban and village public goods supply situation. The village public goods supply encounters many problems, and influences the overall development of urban and rural economy severely. Hence, how to strengthen the research of the problem of village public goods supply, including the supply mechanism under the existing conditions has an important guiding significance of improving the village public goods supply, the stability and development of village, and the realization of overall development of urban and rural areas.Drawing on relevant research, basing on new public management theory, polycentric governance theory, this paper mainly discusses the problem of village public goods supply and its supply mechanism under the background of overall development of urban and rural areas, and recommends the supply problems, the causes and countermeasures, etc.This paper altogether consists of five parts, the first part is the introduction, mainly analyses the relevant theoretical background, significance, domestic and abroad relevant research, core concepts, ideas and methods of research and innovation in this paper; the second section discusses the supply situation of public goods from two aspects of production and life of the village public goods under the background of overall development of urban and rural area; the third part analyses the problems of the village public goods supply, that is single main supply, single channel to raise fund and labor, imperfection of the villagers demand expression mechanism, imperfection of operation management and supervision mechanism etc; the fourth part investigates the reasons of problems that village public goods supply encounters, such as the long-time existed dual system of urban and rural, low economic level in the village, the individual’s initiative and enthusiasm is not high etc; the fifth part, from the perspective of multi center governance theory, the government, enterprises, the third sector, the village collective and farmers should be given full play. Through establishing of a sound system of urban and rural integration development, establishing a "bottom-up" decision-making mechanism, improving the financing raise labor system and the effective villagers demand expression mechanism and other measures, to further improve the village public goods supply problems, and promote the overall development of urban and rural.
