China's Coal Resources, Safety Laws And Countermeasures

With the quick developing of economy of every countries, human beings need much more numbers of natural resources, but the problems burned with making use of natural resource have beening emerging day by day. A lot of countries pay attention to natural resource security. Coal is the most important natural resource and another resources insteading of coal is less possible in our country from now and then. So, we should appreciate coal security, and studying on object of coal security is suitable from the point of law.This paper mainly studies on coal security from the point of law of protecting environment and natural resource.(1)Perfect the theory of natural resource security according to researching outcomes, and especially present new definition of natural resource security from personal point;(2)Practice main theory of natural resource security on coal, and list situation of coal of stocking and exhausting now. Mainly analyze the problems of coal security in our country now from, different points and ways;(3)Mainly discourse some laws about coal security in our country now and main law systems in these laws;(4)The fourth part and the fifth part are the most important parts in this article. The fourth part deeply analyze main legal problems of coal security in our country from six directions as the laws on coal security, the rights system of coal and the tax and fee system of coal security, the effecting laws on administration, the consciousness about coal security and keeping laws on coal security, the effecting legal responsibility and the legal supervision. Especially, analyze the problems in law economy way;(5)According the problems pointed out in the fourth part, present some legal measures of achieving coal security from six directions as perfecting the laws on coal security, perfecting the rights system of coal and the taxand fee system of coal security, enhancing virtue of effecting laws on administration, improving the consciousness about coal security and keeping laws on coal security, effecting legal responsibility and strengthening legal supervision.
