一,Main pointsState-owned assets are the properties or property rights entitled to the state by various ways, such as investment, incomes, donation or the regulation of law. In the thesis, it mainly means the state-owned assets in the non-financial companies.The management system of state-owned assets is very important to the constant development of economy. How to reform the constitution of property rights, how to make the state-owned assets management committee more efficient, how to gear the management system to the needs of the development of the market economy, are to be discussed. And the purpose of thesis is to solve these problems.This thesis is divided into three parts:Part one which includes chapter one and chapter two, presents the question--- the management system of state-owned assets nowadays has the following problems: lacking of the real investor, interference from the outside institutions, the erosion of the state-owned assets and so on.Part two which includes chapter three, concentrates on the theoretical construction of the new management system of the state-owned assets. Since there are so many problems in management system of state-owned assets, it is the right decision to reform the old one and to construct a new one. The core part is the discussion of"right"and"responsibility".Part three including chapter four and chapter five, is the conclusion of the last two parts. In this part the new management system of state-owned assets is presented by considering the real state of our country, and also by learning the successful experience of foreign countries.
