The concept of the order of constitutional government is used frequently, but different people have different understanding about it. This dissertation tries analyzing from the concept of " constitutional government " and " order ", and then carries on preliminary probe into its definition. Facing the new situation of China's comprehensive construction of the well-off society and building the socialist harmonious society, the perfect order of constitutional government is undoubtedly chosen by objective reality. The socialist harmonious society should feature democracy, the rule of law, equity, justice, sincerity, amity and vitality .To form and complete such social state must need a kind of strong order of politics to support. And the order of constitutional government which takes democratic politics as the core, takes the rule of law as the foundation, takes the limited government and ensuring human rights as the final purpose happens to meet the demand for the political order of harmonious society. However, it is not a thing that can be finished in one night, every step advanced is not a royal road. History of socialist construction has given us a lot of experience and enlightenment. We should explore the route to solve the problem appeared newly while using history as a guide or mirror. In a word, the order of constitutional government of setting up the harmonious society is really a difficult project, because of this, this dissertation will analyze the question that we meet while setting up the order, and then explain the route to solve the problem. I hope it is helpful to build the socialist harmonious society.
