Humanization Of Modern Public Administration Theory Construction

Bureaucracy characteristic of tool ration has got into the dilemma that is the conflict between the epistemology and methodology in public administration practice, in other words, the disaccord between human-centered value ration and the institutions to realize it, which caused the administrative humanity conflict. In the history of Public Administration, the paradigm shifting of Public Administration and administrative reform lie in the disagreement between administrative theory and practice. The paper with the aim of resolving the dilemma of public administrative theory and practice analyzes the possibility and feasibility in the establishment of Public Administration theory based on humanity in the aspects of epistemology and methodology from the view of rebuilding whole administrative person' s value ration,administrative institution ethic and multi- dimension methods, beginning with analyzing the disagreement between the lack of humanity in public administration and the final goal of the society. In the course of the argument, the paper figures out the meaning of the whole administrative humanization , reflects the non-humanization in the development of Public Administration.
