Distortion And Reality Of Dialogue Between Administrative Person And People In Public Administration

The discussion on administrative dialogue is a kind of response of dialogue philosophy in public administration.As an important theoretical and practical issue,"dialogue" is increasingly subject to administrative theory and practice of double attention.From the "dialogue as a method" to "dialogue as a way of thinking",the connotation of administrative dialogue is constantly expanding and deepening.At present,the theories of dialogue show a great advantage,and for the practice of dialogue between administrative staff and the people who fulfill dialogue,they and the dialogue there is still a great barrier and obstacles.How to make the dialogue really achieve the main intention of dialogue,administrative dialogue research needs to answer a "real" problem.Philosophical hermeneutics is a practical philosophy of understanding and interpreting,which is used to improve the level of thinking of research and to improve the efficiency of the administration and the improvement of the effectiveness of administrative management.This paper,from the perspective of philosophical hermeneutics,reexamines the dialogue between administrative personnel and people in public administration field,and analyzes the deep connotation of administrative dialogue on the ontological level.This paper mainly tries to break through the limitations of previous studies on the basis of the existing research,and then discusses the question of the dialogue between the administrative personnel and the people in the public administration field from the perspective of philosophical hermeneutics.Here,the administration is no longer an abstract concept or theory,but a "rich dialogue",in this field,always with the "administrative staff and the public dialogue" as the starting point,the administration Personnel and the people as a direct participant,experience,more cultural capital of the occupants,carrying the basic meaning and value of administrative dialogue,its "field" in the position of indisputably highlighted.On the basis of this,taking the PX project in Xiamen as an example,this paper explores the feasible path of realizing the dialogue with the theory of philosophical hermeneutics,and finds out the theoretical factors in combination with the practical practice to prospect the public management research from the perspective of philosophical hermeneutics.
