| Relative Illitigation System (RIS) is an important part of Criminal Procedural System. It has drawn some reasonable kernel from citigation cheapism and embodies some unlimited judgements of public procuratorates, which is of vital importance in the value of law. The new Criminal Procedural law has conformed RIS, but its value has not been fully open out on account of oversight of system itself and deviation in specific manipulation. Therefore, it is necessary to deeply study its application in practice and problems in RIS, and it is expected to assist legislative improvement and judicial practice.
