Open Government Information System Research

In the age of information, the degree of the disclosure of government information is one of important standards of democracy and rule of law in a country. It is a worldwide tendency for establishment of the legal system regarding freedom of information since the latter half of twentieth century. At the present time, informationization has already become an important stratagem on development in China, and information has most value in communication. Information is not only a route of knowing government, but also a gist of supervising government. China took part in WTO in due form in 2001, thereby we have obligation to establish the system of the disclosure of government information as soon as possible. At the present, some achievements have been made in the field on the disclosure of government information in China, however, in general there are many problems, and the legal system about it has not been established yet. Therefore, the study and practice on the field need be carried on.A research on disclosure of government information is made in the thesis with the method comparative study. In the basis of the research, the suggestions about disclosure of government information in china are made. It is structured with five sections and a brief introduction.The brief introduction is mainly mentioned the current situation of legislation on disclosure of the primary countries' government information nowadays, and the primary issues discussed in the thesis.In part 1, the subjects of disclosure of government information include the subject of duties and the subject of rights, the former is the organs that have right to disclose the government information. Because the countries have such different points in the issue that we have no unified standard to analyze, the thesis discusses the issue to make conclusions from primary countries respectively; The latter is a person who have right to apply to government information to disclose. The thesis analyzes the issue with nationality standard.
