The Comparative Study On The Information Openning Systems Between The Chinese Government And American Government

Since the ending of World WarⅡ, governments of all nations started to proceed legislation of the governmental information disclosure, among which the "Freedom of Information Act" is the most reputable one. Since the "SARS" in 2003,Chinese government accelerated the process of governmental information disclosure, and in April 2007,Chinese government unveiled the "Decree of Government Information Disclosure of the PRC",which built up China a relatively perfect governmental information disclosure systems.However, with the changing of China society, Chinese governmental information disclosure system gradually lose its capability in coping with the time changes and uncovered series of problems and disadvantages. This paper, by comparing the systems between China and United States, tries to discover the problems and disadvantages of Chinese systems. Meanwhile, on the basis of taking US as reference, and combining the Chinese situations and practices, it presents the author’s opinions and ideas on amending Chinese systems.There are five chapters in the thesis:the first chapter elaborates the significance, current situation and methods of the study, and also the innovativeness. The second generalizes relevant concepts, theoretical basis to the governmental information disclosure. The third presents a introduction of the system in the United States; the fourth presents detailed comparisons from some aspects, so as to offer references for amending Chinese systems;the fifth,based on the systems of the United States and Chinese current situations, presents some ideas and suggestions in amending the governmental information disclosure system for China.
