Public security units are an important part of the administrative body in one country. Under the macro-background of ruling the country by law in a socialist state under the rule of law, public security units' administrative law enforcement in China will directly influence the development and orientation of China' s construction of rule of law. Hence the construction of systems in public security units' administrative law enforcement should be vigorously strengthened to improve their administrative law enforcement. After so many years, a sound system of law enforcement in public security units has taken shape in China. However there certainly exist some defects in the system which urgently needs to be bettered. As a result, it is very important to deeply and systematically analyze and research into the system of law enforcement in public security units.After consulting a lot of documents, investigating on the spots and talking with many experts, the author manages to present the thesis scientifically and reliably with an objective and reasonable conclusion.This thesis falls into four parts except a foreword and a conclusion.Part One elaborates the basic principles of the system of public security units' administrative law enforcement. First, the author explains the meanings of both police power and public security units' power of administrative law enforcement, probing into the features of the latter such as its legitimation, one-sidedness and special enforceability. Second, the author discusses the relationship between public security units' power of administrative law enforcement and human rights, regarding the former as a precondition of safeguarding the latter as well as a limit to certain human rights. Meanwhile the author believes that safeguarding human rights is the ultimate goal of public security units' power of administrative law enforcement and the systems to safeguard human rights also limit power of administrative law enforcement.
