Since the financial crisis in Asia in 1997, neo-regionalism has been booming in East Asia. This reality makes China participate in the process of the regionalism in East Asia and practice the"peaceful rising"grand strategy at the same period. The China's rising is a rising in the world, but firstly is a rising in the region, in some sense, the future of China in 21st century will be decided by how to handle with the Asia relationship, especially the relationship of East Asia; the trend of regionalism in East Asia will have more influence and much more meaning to China than globalization.Every aspect of China's national interests (safety, politics and economic) lie in Asia. Whether is the push of the exterior factor as ASEAN, or the inner request for developing, or the geo-political consideration to dissolve the influences of security dilemma and"China Threat Theory", the regionalism strategy is a right choice for China. The regionalism strategy is important for China to fulfill its responsibility as a big power, and also is beneficial for China to set up a good image as a responsible regional power.Participating in East-Asia's new regionalism process, China has learned continuously, and accumulates a lot of experiences. Gradually, it has set qp its own regionalism strategy. So China's regionalism strategy must take the road of the neo-regionalism. Owing to the reality that ASEAN predominates the East Asia regionalism process and the competitive characteristics of East Asia Regionalism, the most important point of China's regionalism strategy is to cooperate with ASEAN to push the development of East Asia Regionalism by regarding the"10+1"mechanism as the core. And all these should abide by the"10+3"mechanism dominated by ASEAN. China's regionalism strategy does not only restrict in East Asia region, but also extends to Central Asia and Russia. Through the initiative and activities in founding the Shanghai Cooperation Organization, China has ensured the safety of north and northwest frontiers, and enhanced political economy cooperation with Central Asia and Russia. It shows that China has set up its own regionalism strategy.China's regionalism strategy does not to revive the so-called"Chinese Tribute System"in East Asia , and also not China's"Monroe Doctrine"in Asia, but aims to seek Asia's common stability, security and development, namely to achieve Asia's rise in the world.
