The army is the basis of a country's safety and the important force that influences the reform and development of a society. Retired officers, who retire from the army and transfer into local places, are the important resource of social force and talents. How to place retired officers is an important social problem, because it will influence the development and stability of society. At present we are transforming country's structure and constructing harmonious society with great efforts, that makes placing retired officers of great importance. Placing retired officers is a social systemic project with great complexity, so it needs scientific theories and effective social conditions to support. Using sociology to research the placement of retired officers, find new problems, build new thoughts and propose new solutions, is of positive sense for our country to eliminate difficulties in placing retired officers at present.As a specific and special social behavior, the placement of retired officers is growing deeply in social structure, influenced and controlled by it. A certain social structure will no doubt create a relevant way to solve it.For a long time ,we have adopted the planned economic system, which decided we used the planned assignment to place retired officers. Now we adopt the socialistic market economy, which needs a proper way of placement to suit it.With the development of market economy, our economic and political systems have had a great change. The government are changing from managing infinitely to servicing limitedly. The government institutions are reforming, the staff are reducing. The enterprises are separated from the government and have enlarged the right of making decisions independently. The private enterprises especially expand quickly. And many institution enterprises have reformed their systems. These factors weakened the enterprises' ability to accept retired officers and weakened the government's ability to place them. The structural conflict between the placement of retired officers and social needs is enlarging continuously. Using the traditional ways to place retired officers will lead to narrower and narrower channels, more and more problems and harder and harder tasks. If it can not be solved efficiently, there must be a disadvantage to the development of society and the construction of harmonious society. Therefore, it is imperative to establish a socialized placing way which can effectively reinforce the ability of placement.This new socialized means of placing should neither be a reform completely guided by government and assigned plannedly nor guided completely by market and...
