The 16th CPC emphasized that our counry should promote the funchional reform and management innovation of the government by e-government construction. E-government will help our government to regulate the economy, guard the market, manage the society, provide public service and promote the reform process of administrative system. And the construction of governemtn portal is the key of e-government development.With the establishment of the portal of the central government, our country has formed an e-government system. Open the political information to the public, on-line service, public participating; these three main functions of e-government will play a vital role at present and in future. Meanwhile, the function of on-line service is the weakest one now.The target of on-line service is to serve the citizens. However, there isn't any people-oriented research about on-line service at present in China. So with the combination of the theory of Diffusion of Innovation and Theory of Planned Behavior, referring to the latest research in China and abroad, taking Hangzhou and Wenzhou government portals as the examples, this thesis is going to find the factors of users' intention to use on-line service and form the possible construction solutions. The main contents of the thesis are as following:Firstly, based on the theories of government portal and technology acceptance as well as the previous research, this thesis forms the research model to find the factors of the users' intention to use on-line service.Secondly, with the cosideration of interview and evidence research of the government portal of Hangzhou and Wenzhou, this thesis tests the research model with regression and analyzes the relationship between the personal feature and the intention.Thirdly, based on the statistic process result of data, this thesis makes the final conclusion. The thesis also compares conclusions between the previous research and this research, and tries to explain the possible reasons of the difference.Last but no least, this thesis gives out the suggestions and solutions to improve users' intention to use on-line service and also concludes the inadequates and points out the direction for future research.The major contributions of the thesis are three innovative points. Firstly, the research has broardan the applicant field of technology acceptance theories and is thelatest research on users' intention to use e-government service in China. Secondly, based on the Plan Behavior Theory, the thesis adds three factors: percived risk, personal innovation and trust into the model and form relatively complete research model. Finally, the thesis makes contrast between the conclution of this research and previous research, and analyzes the possible cause in depth.
