Information technology in our country has been widely applied, which has greatly improved our government starting ’online project’, meanwhile, country governments at all levels have set up corresponding web portal which is an important platform for e-government. The construction and operation standard have greatly influenced e-government development. At present, the situation of the construction for China’s central, provincial and country government portal website classes are in good situation, and also made actual effect. As the end of the administrative system, gateway website construction of county level government has big difference. Through the research we found that the eastern county government website construction is more completed construction coverage is the highest, and produced the practical utility; some county level government in the central region still not have their own web portal, the functionality of the site also didn’t play in effectively way; The situation in the western region is the worst, not only gateway website construction rate is lowest, but also the finished portal website have many problems, such as column is not completed, information released not timely etc, which have bad effect on the function of portal website. County level government is in the bottom of the government system, which can contact masses directly and receive the voice of the masses more easily; therefore, they should set up their own web portal, provide online services and interactive communication channels and improve the level of public service.Combined the theoretical analysis, comparative analysis and case analysis way, we study on the gateway portal website construction and function of county level government in the eastern, central and western of China, Also expounds the government portal website related theory and the construction of China’s government website, analyzes the existing problems and challenges. The reference of the local and abroad literature research have provides theory basis to this paper. Finally, with the county level portal website construction situation, we analyze the problems of the government portal website construction, catch the principle of how to perfect governmental website, and provide reform advice, in order to positively influence construction and development of the governmental portal website.
