The Study On The Operating Mechanism Of The Service-oriented Government Portal Of Gansu Province

With the advent of the Information Age in recent years, the government portal as the main platform for enterprises and the public accessing government information and services still has been gradually improving and forming a system, further enhancing its transparency and authority. The government portal is an important part of the E-government construction, a medium for providing administration and services for the society by the use of information technology and a critical mark fully illustrating the level of the E-government construction. In the macro perspective, there are some common problems in constructing the portal need to be solved by our governments at all levels, such as, how does it play the management function of the government, better its governing abilities through this platform? How does it strengthen the communication between governments, enterprises and the public, establish a good image of the government? In the micro perspective, the government of Gansu province currently is in the process of transiting to be service-oriented, its final target is to construct the limited, responsible, legal, transparent and ministrant government. In this background, the construction idea of the government portal of our province is service-based, requirement-oriented. Therefore, it’s necessary to change the portal’s operation model at full range, implement the one-stop service, enhance its on-line serving abilities, simultaneously comb and integrate the information resources and operation processes of the government of Gansu province, perfect the website’s structure and system, change it from the management-oriented website of the past, which heaps up only too much information, to the service-oriented website, which plays a multifunctional and all-dimensional role, covers all fields of economy and society, rolls interacting between government and citizens, opening information, feeding back the public idea, supervising the government into one.This paper starts from a theoretical analysis, expounds the present operation of the government portal of Gansu province by making the main use of empirical research, analyzes the gaps and problems existing in its website operation and adverse factors that lead to a low operation level of our province’s portal website. Based on reference to the advanced constructing experiences of government portals at home and abroad, This paper puts forward some specific measures for perfecting the operation mechanisms of the service-oriented government portal of Gansu province.
