Provincial Administration In The Late Qing Dynasty (1906 -1911), Reform

This thesis consists of six parts.The introduction discusses origin and value of the thesis. Author points out problem and resolution methods about the thesis after a review to the research history of it, and illustrate historical materials and research manner.The first chapter analyses the origin of the reform of provincial administration and the preparatory course of reform, researching the course of considering and working out the Regulations Regarding Reform of the Official System of the Provinces.The second chapter expounds the course of establishment of the new provincial administrations and the reorganization of the former provincial administrations as well as dissolving the redundant organizations, analyses the development of organization and function of the provincial administration.The third chapter discusses the limits of authority between the new provincial administrations and the parties concerned, and shows the course of scrambling the advantageous positions about the new provincial administrations between the central ministries and Governor-General, analyses the conflicts of adjustment process between the parties concerned in the organization reform which cannot distinguish clearly limits of authority.The fourth chapter shows the institution of appointment about the new provincial administrations. Author researches the depth of reform through composition of senior offers and subordinate in the new provincial administrations and explain the influence of administrative efficiency about the institution.The conclusion discusses the reason of failure about the reform of provincial administrations; indicate that the reform to provincial administrations producing the important influence to the china's local administration system...
