This thesis consists of five parts.The introduction discusses origin and value of the thesis. Author Analyses current research condition about the thesis after a comprehensive review to the research history of it, and illustrate historical materials and research manner.The first chapter elaborates on the course of establishing the WarDepartment and analyses the Office training, to be ready for making special researches on the WarDepartment.The second chapter expounds the development of organization establishment and function of the WarDepartment, analyzing the condition of organizational structure and changing of the official system, probing into the construction of system and the course of reform.The third chapter shows the official system and the institution of appointment about WarDepartment, studying official establishment and appointment. Author researches the effect and depth of reform through composition of senior offers and subordinate in the WarDepartment.The fourth chapter researches financing and using of WarDepartment, analyzing appurtenant military expenditure's agencies and clarify military expenditure's policy.The fifth chapter elaborates on main activities of WarDepartment. The promulgated regulation and adopted measures need to be carried out and reflected by practical action, to realize the intention of the WarDepartment. This chapter displays its activities from three parts: to plan army construction and improve local military agency as well as put military centralization into practice.The conclusion discusses WarDepartment's function and influence, and there are still some existing problem, strive to come closer to understanding the historical facts.
