Privacy is a very important and complicated social issue. With the development of the economy and the popularization of the Internet, the infringements of privacy become more and more frequent, no matter in the real life or under the internet environment. Some have even seriously disturbed consumers' daily lives. In China, the research of the theories and the protecting system start a little late, and people usually take indirect ways such as protecting the Reputation Right to protect their privacy. So it is far from enough to protect consumers' privacy through the existing methods. This paper has a full analysis on privacy protection of through five parts, which enrich the content of consumers' rights and have their significance from the perspective of privacy protection.The first part discusses the conception, content and the characteristics of privacy and privacy rights. Consumer's privacy right is embodied in the privacy rights on consumers and has its own characteristics. The subject of the consumer's privacy right has the characteristic of specialty. The object is becoming larger. As for the nature, the property characteristic is outstanding. For the present consuming environment consisting of reality and internet, the active powers and functions of consumers' privacy rights are more obvious, such as rights of choice, the right in the know, control rights, and the private income right.The second part mainly discusses the reasons, characteristics and the manifestation of the infringement of consumers' privacy rights. The paper analyzes the reasons from economic, technological, and thinking perspectives; the characteristics, namely the purposes of the infringement are for economic interests. Through the internet, the means of infringement is more intelligent and ulterior. On the basis of reading plenty of information and researching on them, I worked out four manifestations of infringing rights.The third part mainly introduces the conditions of legislation on legal protection of privacy rights in some countries and regions in the world; analyzing on thelegislative protections which are direct protection, indirect protection and general protection by comparison; criticizing the models of internet—profession autonomy model and law-regulated model.The fourth part is the one of the key parts of this paper. It designs the protecting methods and models for the Chinese consumers' privacy rights protection system. The basis of protecting the privacy rights is the protection of privacy rights. Through the analysis on the present conditions and the shortcomings of legislation of our country's privacy rights' protection, China should take the direct ways. Protection should take legislative model primarily, accompanied by profession autonomy model and self-protection.The fifth part is the purpose of the paper. On the basis of what discussed in the former part, it poses the system structure of consumers' privacy rights in China: (1) constructing a complete law system of protection, proposing the guidelines and completing a series of laws and regulations; (2) strengthening the profession autonomy; (3) strengthening the awareness of self-protection; (4) reinforcing the international cooperation and communication and protecting the privacy rights under the internet environment. Therefore, consumers' privacy rights can be protected more comprehensively.
