Deliberative Democracy: From The Value To The Experience

Representative democracy is the principal way to achieve western liberal democracy,whose main tools are voting and election. At the end of the 20th century, the disadvantages of western representative democracy exposed clearly. These refer to political participation which the free democratic principal-agency relationships inevitably affect; the lack of the responsibility; imparity and by which the"tyranny of the majority"caused; the lack of an effective learning mechanism. Deliberative democracy in some respects has made up for representative democracy deficiencies. Deliberative democracy can make better decision; deliberative democracy is established on the base of the developed representative democracy and the majority democracy. It shows a spirit of the classical democratic participation, which perfect and surpass representative democracy.In some western democratic countries, there are a number of deliberative democratic models. These models demonstrate the world democratic nature: more inclusive; emphasis on public participation; the transition of preference; more influential deliberative outcome. In the 1980's of 20th century, China experienced a lot of deliberative mode with deliberative democratic characteristics.The reasons for deliberative democratic models appearing is the emergence of China's civil society, the improvement of socialization and organization, the application and development of information technology, long-existed system about deliberative democracy . Deliberative democracy has an important theoretical and practical significance. This paper tries to use logic and facts to demonstrate. First of all, to clarify the relationship of deliberative democracy and representative democracy and expound some aspects which deliberative democracy surpasses representative democracy on. Secondly, this paper then analyzes the exact modes of deliberative democratic and draws conclusion that deliberative democracy does surpass representative democracy. The third part discusses reasons of deliberative democratic models in our country. At the same time, the author thinks the development of deliberative democracy is vital in the process of China political democracy, further, tries to find the ways how to develop the deliberative democracy.
