The Communist Party of China attached great importance to the function of the Party diplomacy, particularly in the new historical period after the Third Plenary Session of the 11th CPC Central Committee after the foundation of our nation. It always considered the correct formulation of the Party diplomatic strategy as the most important premise to develop our Party's diplomatic work widely, and thus gradually formed a series of multi-faceted strategic thoughts about the Party diplomacy. These strategic thoughts were the overall situation strategies which were used for guiding our Party to develop the Party diplomatic relations with each country's Parties in new period. They were brought forward on the basis of concluding the experience and lessons about our Party dealing with the Party diplomacy relations with other countries' Parties in the history, and also on the basis of observing the changes of international and domestic situation since 1978. It is not only the important constituent of the CPC's Party diplomacy theory, but also the motion guideline of our Party in developing the Party diplomacy.Obtaining from the concept discrimination, the article first has limited the implication of the CPC's strategic thoughts on political party diplomacy in new period, And through discussing the origin of its thought and theory, it has promulgated the relations of inheriting and going forward with the time among the political party diplomatic theory of the Marx, Engels, Lenin, Mao Zedong and so on, Chinese nation's correlation outstanding traditional culture, and the CPC's strategic thoughts of political party diplomacy in new period. After that, the article has analyzed the historical background in which the new time Communist Party of China political party diplomacy strategic concept produces, and has systematically expounded this strategic thought's basic contents and the development vein: Have abandoned the past allied Party diplomatic strategy, the CPC established a real non-allied and independent Party diplomatic strategy; Have exceeded the past Party diplomatic strategy of "lineation with ideology", the CPC established a Party diplomatic strategy called "Surmounting ideology" which was used for associating with all of the Parties in each country in "all-direction"; Have changed the past Party diplomacy strategy called "lineation with the Soviet Union" and "supporting left and opposing revisionism", the CPC established a Party diplomacy strategy called "opposing hegemonies" and" coexisting peacefully"; Have broken the past single Party diplomacy strategy which was used for associating with each country's Parties only in politics field, the CPC established a Party diplomatic strategy called "the multiple fields, the multiple domains and the multiple channels" which includes politics, economy and culture. Finally, the article also has thoroughly discussed the theory value and the practical significance about this strategic thought: It has enriched and developed the Marxism theory on the relationship among Parties, and has played an important instruction role in our Party's political party diplomatic work, and will provide some important historical enlightenment from now on for the development of my Party's politics party diplomacy; and will has certain model significance to other state's party diplomacy development.
