At the beginning of the process of European integration, economic integration is European first objective. Human rights was not emphasized. With the development of European integration, the law position of human rights are confirmed progressively. The Council of European and the European Union are the most important international organizations. The purpose of them are different. But they all make clear that they esteem human rights in their fundamental laws. They can protect and promote the principle of rights and dignity of Man in the country of rule by law. They passed through a series of law of human rights ,such as European Convention of Human Rights,Treaty of Amsterdam and so on.The EU Charter of Fundamental Rights is one of most complete international law about human rights. European people trust it with infinite hope. It covers all of the apparatuses in European Union. And it also covers the execution of European law in all countries. It has three principles ,they are principle of conferral,principal of subsidiary,principle of proportionality. It arranged all rights that has been defined in different laws of European Union and its apparatuses. It also innovated some new rights. Now the EU Charter of Fundamental Rights has been an important part of Treaty of Constitution for Europe, and has far-reachingly infect on European human rights.Nowadays, there are many problems in system of proctecting human rights in China ,and it needs corrected. The EU Charter of Fundamental Rights can give us many suggestions for promoting our levels of human rights profect.
