The standing system of the congress of CPC, a political design and systemic innovation of CPC's inner-party democracy, has not been put in practice since it was formally put forward in the 8th National Congress of the CCP. Currently, the revival of enthusiasm in academic circle for the system is attributed to some important factors, mainly, the new requirements made by China's social transformation; the unsolved over-centralization of the power formed for a long time within the Party and the lessons taught by the failure of the Communist Party of the Soviet Union. Since the late 1980s' and the 8th National Congress of the CCP, the experiment conducted on the standing system of the congress of CPC has made a positive and conducive exploration on the implementation of the standing system and hence, it has propelled its development. The reasons why the implementation of the standing system of the congress of CPC answers the cries of the development of inner-party democratic resources lie in the fact that the standing system exists in inner-party democracy, that the standing system is the most important carrier of inner-party democracy, that the essence of value of the standing system is inner-party democracy, and that the standing system offers an important platform for the development of inner-party democracy. Simultaneously, to implement the standing system of the congress of CPC will effectively promote the development of inner-party democratic resources. To be specific, its implementation helps in guaranteeing the party member's democratic rights, establishing the Party's congress system as the supreme power and enhancing inner-party supervision. In order to implement the standing system of the congress of CPC and develop inner-party democratic resources, it is required to enhance the awareness of democratic rights among the Party members and the construction of mechanism, to establish a sound electoral system, a democratic decision-making system and a system of making public both inside and outside affairs. In addition, it is required to abide by the principles of graduality, open principle and correct value-orientation.
