Contemporary Western Chief Concept To Build The Macro Look At

Since the birth of public administration, Traditional Public Administration which is on the basis of Politics-Administration Dichotomy and Bureacratic System theory has become the leading governmental administrative model in western countries. Since 1960s', New Public Administration and New Public Management have criticized the Traditional Public Administration in succession. They have put forward and constructed several administrative ideas and try to carry on the reconstruction to public administration. From the point of view of the development of western public administration theory, this paper researches into the administrative idea and its value orientations under the field of view of Traditional Public Administration, and analyses systematically the foundation, contents and tendency of construction of administrative ideas under the field of view of New Public Administration and New Public Management. By analyzing deeply the construction of the modern western administrative idea from macroscopical angle and thinking over its value and internal shortage from a historical point of view, the thesis hopes to provide the beneficial thinking resources for construction of public administrative idea in China, and then promote the positive circulation of reform and development of Chinese public administration.
