United Nations is the most representative and authoritative international organization, which honors the duty of safeguarding the world peace and security. As a collective safety mechanism, UN has some ways of defending its authority to respond to the action of jeopardizing world peace and stability. According to the seventh chapter of UN charter, the Security Council has the rights to take the measures, from economic and trade sanctions to diplomatic and military sanction to recover the world peace and stability. Sanction is a necessary middle way between war and word. People hold different opinions on the effectiveness of UN sanction. On the one hand the UN sanction plays the visible role of changing the actions of the targeted county, on the other hand it is an invisible deterrence to the targeted county. Its implementation shows the discouraging attitude and response to some actions of international community. There are two sides for the UN sanction. One is that it can help UN play its role; the other is that it maybe causes massive humanitarian disaster. Therefore, it is very necessary to improve the effectiveness of UN sanction whiling reducing its negative influences. This article tries to analyze the UN sanction cases, and studies the ways to improve the effectiveness of UN sanction. This article contains five chapters that use the methods of case study. The research shows that if UN wants to give full play of its role of sanction, the sanction measures should have clear targets and proper target scale, and it is crucial to have strict monitoring mechanism, adopt multilateral efforts and fully utilize the assistance of some entities like UN member states, global and regional organizations as well as non-governmental organizations. The purpose of UN sanction is not to take revenge on the target country; therefore sanction practice should have clear targets and should also combine with other methods like deterrence and diplomatic efforts.
