European Union and its member states are the biggest donors in this time which affect the aid all over the world .The fund they provide are a great force in the development assistance in the official development assistant and preponderate over half of the sum fund from all over the world .In recent years, one of the challenges European Union faces is how to improve the aid efficiency in the field of the development assistant to ACP. it is widely recognized that aid alone cannot solve the problems of development in poor countries. Many other policy areas have an impact on living standards and economic opportunities in developing countries, and their formulation and implementation therefore need to be closely coordinated. This study aims to make a little contribution to the growing debate on'policy coherence for development'(PCD), a concept elaborated upon in the European Commission's 2005 Communication on policy coherence for development.It is very necessary to go in for Policy coherence for development. The basic reason for going in for it is the reality of policy incoherence, so this paper will analyze and comment on it through three paths: Analyzing the policy incoherence between the EU and the recipients ,the policy incoherence between EU and its member states, the policy incoherence between the development assistant policy and other external policies of EU ,giving inquiry into why the policies did not reach Policy coherence for development and how to reach, in order to go deep in to understand the characteristics of development assistant of EU ,the problems EU faces and the external policies of EU,and give some origin suggestions to ACP on how to face the development assistant from EU.
