This dissertation examines the concept and practice of public diplomacy of China and the United States as comparative study. I explore the concepts of public diplomacy and others close concepts such as propaganda, cultural diplomacy, soft power, nation branding and as well as distinction between traditional public diplomacy and the new public diplomacy. I also discussed about the relationship between hard power and soft power. Public diplomacy is government's process of communicating with foreign publics in an attempt to bring about understanding for its nation's ideals, its institutions and culture, as well as its national goals and policies. On the other hand, the new public diplomacy characterized as"relationship building"and"communication". The study also examines effects of resources and instrumental aspects on national image of target countries around of the world. Consequently, public diplomacy success (positive image) seldom has been studied as a set of dependent variables. I discussed about in the methodology applied for measuring of public diplomacy of China and US, I used international public opinion polls survey.In the discussion about china public diplomacy, I argued that China's view to soft power and public diplomacy is based on culture and they believe that culture is considered as China's new tool in diplomacy. China's active public diplomacy has helped it to improve its image. The comparative study of the research provided an analysis of similarities and differences of China and the U.S public diplomacy in their instruments and resources with cultural activities in some regions in the world. The resources of soft power included cultural attractiveness and foreign policy. In the beginning of the U.S public diplomacy review , I discussed this country started public diplomacy since 1917 by the Committee on Public Information and developed US public diplomacy after the second world war especially in the Cold War through established radio broadcasting of Voice of America (VOA) and The United States Information Agency (USIA). The US public diplomacy has been focused on development of its instruments. After 11 September 2001, US public diplomacy has been characterized by a strong emphasis on international security and the relationship with the Islamic World. Based on the study, I found that China has been successful in development of its public diplomacy as the new public diplomacy in level of cultural attractiveness and foreign policy and China under the new public diplomacy has been more active in order to build relationship. On the other hand, US public diplomacy with various instruments and recourses and enormous financial source has been less successful national image around the world and during last decade has declined in public diplomacy success. In comparison with two countries, the average of China positive image is higher than that of the United States (54% vs. 49%); as well as total average of negative image about China is lower than the U.S (31% vs. 44. %).
