Harmony Society Civil Service Integrity System Study

Honesty is an important problem in social development of China,and is one of the most important contents of constructing socialist harmonious society. It is actually that government honesty stands in a core and the pillar position in entire society honesty system, whereas to mold government honesty, staying for Civil servants'honesty ultimately. As the main body of administration and executive of government decision-making, Civil servant is the concretion of government honesty, whose honesty will impact to the governmental visualization and credit directly. Civil servants'dishonesty as an obvious representation of and root of social disharmony is inevitable to bring negative effect and severe harm to the construction of harmonious society. At present, local government attaches great importance to the construction of Civil servants'honesty and has earned somewhat good performances. But in realistic social life, the phenomenon of Civil servants'dishonesty exists in a great quantity, which undermines the authority and image that the government have among the public, which results not only from Civil servants'disordered moral, but also from the external system. In order to resolve the problem, we should reinforce Civil servants'honesty system mainly from three aspects, namely Civil servants'honesty index system, Civil servants'honesty inner system and Civil servants'honesty outer system. Be mutually unified, promote mutually among three systems. Index system, being the most important basis of entire government honesty system and target, embodies intrinsic characteristics of Civil servants'honesty penetratingly, and also provides the standard for inner and outer system. Inner and outer system, being the combination of inherent body and external norm, strengthens Civil servants'honesty system from soft restraint and tough restraint two degrees, which urge effective union between autonomy and heteronomy, and also ensure Civil servant be honesty ultimately.
